This Federal Bureau of Investigation file section collects 1949 and 1952 memoranda and public letters about flying saucers. Letters from citizens offering theories were acknowledged and forwarded to the Air Force, and Hoover passed along a report of objects over Thessalon Lake, Ontario, along with an anonymous German letter about a V-weapon disc. An Air Intelligence briefing said research had reached no satisfactory conclusion. Memos also trace how the negatives of a 1947 Phoenix disc photograph were handed to Air Force Intelligence.

Flying Sailors

Fellow Americans,

I am writing the same letter to all three Departments

on August 17th. I wrote a letter, and mailed it on August

to the Air Force Intelligence telling my views of a

sancer. In about four days the physicist mod Sc

gave out a report of findings identical to my report.

Now if I have fit upon the meaning of a flying save

I would like to get the credit for it. I have rea

d to believe my ideas have been hit-jacked. It shows

be easy to find out. When did Mr. Scott start his

experiment? Which office did my letter go through?

Was my letter placed on file? It had a return ad

if you cannot find it. That proves it was destr

and the information used.

I have much better working proof of my theory than

Scott, which has been before me all along, until I hit

open the idea.

The solution should not have been published. There is

great deal more to it than that, which I can explain.

The idea should have been marked out thoroughly and

secretly. Rainmakers could probably do a great deal

of harm with the answer there is a possibility

that it could meet a different type of

air warfare. The Air Force could possibly force it for
