This Federal Bureau of Investigation file section collects 1964 to 1968 correspondence about the National Investigations Committee on Aerial Phenomena (NICAP). It includes public letters, internal notes calling Donald Keyhoe's submissions irresponsible, and an Indianapolis recommendation against sending material to NICAP researcher Harry F. Koch. The FBI Laboratory declined to examine UFO photo negatives from Emerson, New Jersey, but its experts privately judged them likely trick photography. Other replies state that UFO matters fall outside FBI jurisdiction.

The National Investigations Committee on Aerial Phenomena has not been investigated by the Bureau; however, it has been the subject of many citizen inquiries. It was founded in 1956 and has been critical of the United States Air Force with regard to the disclosure of Unidentified Flying Object information to the public. Major Donald E. Keyhoe is a retired Major of the United States Marine Corps. He has been known to the Bureau since the 1930's and is a flamboyant free-lance writer. He has written to the Bureau and much of the material he has submitted has been irresponsible. An invitation Keyhoe to the Director to become a member of this group was not accepted. In view of the fact that this group has become engaged in matters controversial in nature, it is not felt that this request for the Director's Appropriations Testimony should be honored and that the above letter over Miss Gandy's signature is warranted.
