This Federal Bureau of Investigation file section collects 1964 to 1968 correspondence about the National Investigations Committee on Aerial Phenomena (NICAP). It includes public letters, internal notes calling Donald Keyhoe's submissions irresponsible, and an Indianapolis recommendation against sending material to NICAP researcher Harry F. Koch. The FBI Laboratory declined to examine UFO photo negatives from Emerson, New Jersey, but its experts privately judged them likely trick photography. Other replies state that UFO matters fall outside FBI jurisdiction.

STATES CONSTANTLY HARASSED BY KOCH AND OTHER MEMBERS OF ORGANIZATION AS HIGHLY SPIRITED CITIZENS RELATIVE OF UFO'S AND OTHER AERIAL PHENOMENA AND BORDER ON FANATICS IN THIS REGARD. THEY HAVE RECENTLY BECOME INTERESTED IN YOUTH PROGRAMS. THEY, IN NO WAY CAN BE CONSIDERED SUBVERSIVE AND ON THE CONTRARY ARE GENERALLY REGARDED AS EXTREMELY PATRIOTIC AMERICAN CITIZENS. HOWEVER, LOCAL LAW ENFORCEMENT AGENCIES ARE DELUGED WITH REQUESTS FOR ENDORSEMENT AND APPEARANCES IN CONNECTION WITH THE ORGANIZATION. the intelligence contained in the above message is to be disseminated outside the Bureau, it is suggested that it be suitably captured in order to obtain the Bureau's cryptographic systems.
