This FBI file on the National Investigations Committee on Aerial Phenomena (NICAP) covers correspondence and internal memos from 1961 to 1964. It contains citizen inquiries about the group, NICAP's reports about Dr. Frank E. Stranges implying he had FBI ties, and a request from New Orleans about an employee joining. The Bureau notes it never investigated NICAP. It calls some of director Donald Keyhoe's writing irresponsible and decides the FBI's name should not be connected with the organization.

Dear Mr. Hoover: I am a member of the National Investigations Committee on Aerial Phenomena (NICAP), headquarters Washington, D.C., and would greatly appreciate your answering the following questions: 1- Has the United States Air Force compelled you in any way, thru official orders or otherwise, to withhold from the press media and the general public any information you might obtain on investigating an unidentified flying object (UFO) sighting reported to the FBI? 2- If the answer to question 1 is in the negative what is the FBI policy regarding UFO sightings reported to you in releasing information to the press media and general public on said sightings? 3- Has the FBI investigated any recent UFO reports and, if so, what were the results of those investigations?
