This FBI file on the National Investigations Committee on Aerial Phenomena (NICAP) covers correspondence and internal memos from 1961 to 1964. It contains citizen inquiries about the group, NICAP's reports about Dr. Frank E. Stranges implying he had FBI ties, and a request from New Orleans about an employee joining. The Bureau notes it never investigated NICAP. It calls some of director Donald Keyhoe's writing irresponsible and decides the FBI's name should not be connected with the organization.

NATIONAL INVESTIGATING COMMITTEE ON AERIAL PHENOMENA (NICAP) MISCELLANEOUS - INFORMATION CONCERNING (NATIONALITIES INTELLIGENCE)

The captioned organization has not been investigated by the Bureau; however, information available to the Bureau indicates that the organization was formed in 1956 as "a privately-supported fact finding body serving the national public interest." The NICAP has been intensively interested in all matters pertaining to "flying saucers," interplanetary travel and the light and it has exhibited strong sensitivity to allege attempts to suppress information concerning such matters. It has repeatedly criticized the Air Force in its official public "U.F.O. Investigator." for keeping authentic UFO (unidentifiable flying objects) reports from the public. The director of NICAP Donald Keyhoe, a free-lance writer for national magazines.

## NOTE:

The librarian at Old Dominion College, Norfolk, advised that a professor at the college had received a questionnaire from NICAP. Norfolk desired to be advised such an organization existed.
