This FBI file on the National Investigations Committee on Aerial Phenomena (NICAP) covers correspondence and internal memos from 1961 to 1964. It contains citizen inquiries about the group, NICAP's reports about Dr. Frank E. Stranges implying he had FBI ties, and a request from New Orleans about an employee joining. The Bureau notes it never investigated NICAP. It calls some of director Donald Keyhoe's writing irresponsible and decides the FBI's name should not be connected with the organization.

On 3/28/63, BENAJMIN F. CLYMER, Service Librarian, Old Dominion College, Norfolk, Virginia, telephonically contacted the Norfolk Division and advised a professor of the college had seen an unidentified flying object two w ago, and after making his observations known, he received a questionnaire form from the National Investigating Committee on Aerial Phenomena, Seattle, Washington, which inquired into the professor's background and information concerning his observation of the object. At Seattle, Washington. Advise Norfolk Division if such an organization exists.
