This FBI file on the National Investigations Committee on Aerial Phenomena (NICAP) covers correspondence and internal memos from 1961 to 1964. It contains citizen inquiries about the group, NICAP's reports about Dr. Frank E. Stranges implying he had FBI ties, and a request from New Orleans about an employee joining. The Bureau notes it never investigated NICAP. It calls some of director Donald Keyhoe's writing irresponsible and decides the FBI's name should not be connected with the organization.

NOTE: Correspondent is not identifiable in Bufiles. The National Investigations Committee on Aerial Phenomena (NICAP) has not been investigated by the Bureau; however, a number of inquiries have been received concerning this organization during recent years. Information available to the Bureau reflects that the NICAP was founded in 1956. This group reportedly has criticized the Air Force for keeping information concerning unidentified flying objects from the public. This group has corresponded with the Bureau since 1957, and it's Director, Donald E. Keyhoe, has been known to the Bureau since the 1930's. He has been a free lance writer for National Magazines and a flamboyant style has characterized his articles. In the past, when he has written concerning topics of direct interest to the Bureau, we have found much of his material be irresponsible. As a result, this organization was considered one to wh the Bureau's name should not be connected even through membership of E employees. (62-103581)
