This FBI file on the National Investigations Committee on Aerial Phenomena (NICAP) covers correspondence and internal memos from 1961 to 1964. It contains citizen inquiries about the group, NICAP's reports about Dr. Frank E. Stranges implying he had FBI ties, and a request from New Orleans about an employee joining. The Bureau notes it never investigated NICAP. It calls some of director Donald Keyhoe's writing irresponsible and decides the FBI's name should not be connected with the organization.

Dear Mr. Fitzgerald:
Your letter postmarked November 26,1962,has been received, and the thought prompting you to write is appreciated.
I am reassured when I read letters such as yours expressing an awareness of the problems menacing our country's future. Acknowledging the danger posed by the communist conspiracy is one great step toward protecting our national traditions.
While I would like to be of assistance to you in regard to the National Investigations Committee on Aerial Phenomena, the FBI is strictly an investigative agency of the Federal Government and neither makes evaluations nor draws conclusions as to the character or integrity of any organization, publication or individual. In addition, files of the FBI must be maintained confidential in accordance with the regulations of the Department of Justice. I regret I am unable to help you in this instance and hope you do not infer either that we do or do not have information in our files pertaining to this organization.
Enclosed is some material on the general topic of communism. Perhaps you will also wish to refer to my books, "Masters of Deceit" and "A Study of Communism." The former was written with the hope that it would help its readers gain an insight into the true nature of communist activities. The latter is a comprehensive study of the development and expansion of communism throughout the world. These books should be available at your local
