This FBI file on the National Investigations Committee on Aerial Phenomena (NICAP) covers correspondence and internal memos from 1961 to 1964. It contains citizen inquiries about the group, NICAP's reports about Dr. Frank E. Stranges implying he had FBI ties, and a request from New Orleans about an employee joining. The Bureau notes it never investigated NICAP. It calls some of director Donald Keyhoe's writing irresponsible and decides the FBI's name should not be connected with the organization.

SAC, New Orleans (62-0) REC-92 Director, FBI (62-103581) NATIONAL INVESTIGATIONS COMMITTEE ON AERIAL PHENOMENA MISCELLANEOUS--INFORMATION CONCERNING Reurlet dated July 10, 1961, and captioned as above, requesting background data concerning the National Investigations Committee on Aerial Phenomena (NICAP) and inquiring whether there would be any objection if a Bureau employee became active in the NICAP The NICAP has not been investigated by the Bureau; how a number of inquiries have been received concerning this organization during recent years. Information available to the Bureau reflects that NICAP was formed in 1956. A form letter which the NICAP distributed in 1957 to solicit "associate memberships" described the NICAP as a "privately-supported fact-finding body serving the national public inter This form letter charged that "the Air Force has kept thousands of authentic UFO (Unidentified Flying Objects) reports from the public." The NICAP reportedly has also referred critically to the Air Force in its official publication, "U. F. O. Investigator." The NICA has been intensely interested in all matters relating to "flying saucers," interplanetary travel, and the like; and it has exhibited strong sensitivity to alleged attempts to suppress information concerning such matters. Donald E. Keyhoe, Director of the NICAP, has been known to the Bureau since the 1930's. He has been a free-lance writer for national magazines, and a flamboyant style has characterized his articles. In the past, when he has written concerning topics of direct interest to the Bureau, we have found much of his material to be irresponsible. A number of former United States military officers have been affiliated with the NICAP; and Keyhoe has openly attempted to capi upon their names and military titles.
