This FBI file on the National Investigations Committee on Aerial Phenomena (NICAP) holds records from 1956 to 1961. It includes press clippings, NICAP letters signed by Director Donald E. Keyhoe, and internal Bureau memoranda. It also contains Hoover's replies saying the FBI does not investigate UFO sightings and passes reports to the Air Force. Other items cover a 1960 Grand Blanc, Michigan moon photograph by Joe Perry, an Air Force officer's request to curb NICAP, and a citizen asking whether NICAP was Communist sponsored.

Air Force Colonel read newspaper publicity on the "Ann J. Wacksman, T/A National Deposit System" Bufile 43-15022. The Colonel apparently feels that any organization with the words National, Federal etc. in organization name comes within purview of Section 712, Title 18, U. S. Code, whereas such applies only to skip tracing and private detective agencies.
