This part of the FBI Animal Mutilation file covers 1979 to 1980 and includes FBI memoranda, letters to Senator Harrison Schmitt and Senate staff, and press clippings. At the Justice Department's request, the Albuquerque office investigated fifteen animal mutilations on Indian lands in New Mexico, but it did not identify anyone responsible. Kenneth Rommel, a former agent who directed the District Attorney's project, sent flakes from a pickup truck in Taos to the FBI Laboratory, which identified them as white exterior house paint.

U.S. Senator Harrison Schmitt announced today that the Senate Appropriations Committee, on which he serves, included in the Fiscal Year 1980 Justice Department Appropriations Report language directing the Federal Bureau of Investigation (FBI) to maintain its investigation of the cattle mutilations that have occurred in northern New Mexico and elsewhere. Schmitt said such action by the Appropriations Committee is "necessary due to the continuing widespread problem of cattle mutilations and the need for federal coordination of the investigation." "I hope that the Committee's endorsement of this proposal will increase the FBI's investigative activity so that the answer to this bizarre and grisly mystery will be found," Schmitt added. The FBI will investigate the incidents that have occurred and which are prosecutable under United States Code 1152 and 1153.
