CRISKAN returned to Tacoma, Washington and entered into a series of moves that had to do with certain bills in the Washington state legislature. He formed a small research company and entered into a series of quiet lobby moves, mostly by a man by the name of Wesley Keene. He also put together a series of rapid non-profit organizations that were fronts for some operation that was later taken over by another CIA agent from the mid-west Thomas E. Bookham. He reported that Mr. 0°Connoll was to run for governor of the state of Washington and he did not feel that he should be governor of that state. There is a note attached to a report that shows that CRISKAN's judgement was booked by another agent and it allowed to be a project that proceeded with the blessing of ISCO Section of the CIA. There were two more regular CIA agents assigned to this project in 1960. It seems a full fledged project in September of 1960 when CRISKAN reported that a finite platform of help was needed to doent John 0°Connoll.
