This section of FBI file 62-HQ-83894 collects Bureau correspondence on flying saucers from 1957 to 1966. It includes a 1957 memo on the rise in UFO reports after Sputnik, in which the Air Force told the FBI that the recent sightings were nonauthentic. It also holds a Havana report of a disc over Matahambre, Cuba, and inquiries about Robert T. Stone's Inter Continental Aerial Research Foundation and a Torrington, Connecticut sighting. Hoover's replies state that UFOs were never within FBI jurisdiction.

"To All Concerned:
"If anyone has seen any unidentified flying objects-
known also as flying saucers--or knows anyone who has
seen them since January 1st, 1957, please contact us
immediately, giving full names and addresses of the
witnesses to these sightings .
"We are in the process of setting up UFO Observer Posts
all over the United States, Canada, Europe , Alaska,
Australia , Japan, Eng.land , Africa, and South America .
And each state , province or region will have its own
filter center which will serve as a receiving station
for all UFO reports and other associated data, a dis
tribution point for material from headquarters , and
as a general secretary for ICARF .
"Our filter- observer network is expanding by leaps and
bounds , but we are still far from our goal.
"The Air Force investigation has either gone underground ,
or else they have the answer and are hiding the fact from
