This Department of War release reproduces Project Blue Book records on the Tremonton, Utah film of 2 July 1952. In them, Navy Chief Photographer Delbert C. Newhouse explains how he filmed a group of bright objects near Tremonton. ATIC memos and a December 1952 travel report record Navy and General Mills balloon specialists judging that the objects closely resembled pillow balloons. A January 1953 memorandum discusses publicly releasing the film. The file also includes unrelated sighting reports from Phoenix and Massachusetts, plus material about Donald Keyhoe.

10. a. There is no recurring pattern in the relative position
of the objects i n :formation . It appears however, as if the shi:f't
in relative positions were regular a nd that the origi nal format ion
would be recovered if the continuing action has been recorded.
b. No. However, the same formation is maintained with
objects changing positions.
c. No detection of relative positions being maintained
coincidental with movement about their axis.
d. No detection of unduJ.ating motion of objects i n phase
either i n format ion or tumbling motion.
e . There is evidence of abrupt changes i n direction of
flight path through fairly large angles.
f. Certain objects dD appear to remain motionless while
other move about.
g. Certain objects disappear while still well within the
field of viev. This is discussed i n sub-paragraph 6 above.
4. Discussion .
During the study and i nvestigation of the unidentified objects,
tb.e preliminary data uncovered were revealed to experts (with proper
seourity clearance) in the fields of astronomy a nd physics. Although
they presented certain natural phenomena theories to explain the
cause o:f the objects under certain conditions they were not able t o
do so under the conditions during which the photography was taken,
nor were they able to recognize these objects as man-made.
As to the resuJ.ts of the investigations being reported, no
attempt was made tooorroborate the ppinions presented. Because of
the lack of proper e ui ment, money and e onnel the in on
was 1 . There are ob OWi sts which can be conducted to prove
or disprove some of the findinge presented. It is suggested that these
be undertaken.
