This Department of War release reproduces Project Blue Book records on the Tremonton, Utah film of 2 July 1952. In them, Navy Chief Photographer Delbert C. Newhouse explains how he filmed a group of bright objects near Tremonton. ATIC memos and a December 1952 travel report record Navy and General Mills balloon specialists judging that the objects closely resembled pillow balloons. A January 1953 memorandum discusses publicly releasing the film. The file also includes unrelated sighting reports from Phoenix and Massachusetts, plus material about Donald Keyhoe.
c. Have two aircraft do maneuvers at various altitudes and photo graph them. d. Request that the Navy re-do the study using the methods of density measurement that are prescribed by the astronomers. Conclusion 6. If it is deemed advisable to release the movies quickly, state that the Air Force cannot positively identify the objects but they are reasonably sure that they are balloons or gulls consequently no :further effort is going to be put into the incident. If tbe Navy and Air Force reports are requested, state that due to the meager data they used, the reports must be discounted. If it is too much of a risk to do this (suggestion in paragraph 6) immediately go ahead with items a, b, and c of paragraph 5 on a high priority basis. Recommendations 8•• It is recommended that the above plan be given to AFOIN-2A2 and let them confer with the Director of Intelligence on the subject of a release.
