This Department of War release reproduces Project Blue Book records on the Tremonton, Utah film of 2 July 1952. In them, Navy Chief Photographer Delbert C. Newhouse explains how he filmed a group of bright objects near Tremonton. ATIC memos and a December 1952 travel report record Navy and General Mills balloon specialists judging that the objects closely resembled pillow balloons. A January 1953 memorandum discusses publicly releasing the film. The file also includes unrelated sighting reports from Phoenix and Massachusetts, plus material about Donald Keyhoe.

The following questions are suggested for guidance regarding the
general. type of aialyeis desired:
l. Are imagis made by light source or reflection?
2. Any indication of what kind of objects could have caused images?
Is there any bird sufficiently actinic to cause images? Could they have
been caused by aircraft. or balloons?
3. What. causes impression that. some objects at times appear to
become 2 or 3 'Where there -was originally on~ or, conversely, 2 or 3 objects
at times appear to merge into one.
4. Do all objects have same characteristics?
a. Same apparent shape?
b. Same Color?
c. Same relative size?
d. Same general motion?
5. What are shape(e), color(s) and relative size(s) of objects?
6. To what can the ·n:rade-iri" and '"fade-out·n of the objects be attributed?
7. What type motion is attributable to the objects about their own axis
as well as about axis of flight path)?
8. Is there any accellerat ion evident in their motion along light,
path axis?
9. Can the motion of the camera (panning and joggling) be allowed
for sufficiently to pennit determination of the angular velosity of objects
Vihich cross the field of Viewl (Reference particularly the single object
which crosses field; photographer state• that camera was held motionless
