This Department of War release reproduces Project Blue Book records on the Tremonton, Utah film of 2 July 1952. In them, Navy Chief Photographer Delbert C. Newhouse explains how he filmed a group of bright objects near Tremonton. ATIC memos and a December 1952 travel report record Navy and General Mills balloon specialists judging that the objects closely resembled pillow balloons. A January 1953 memorandum discusses publicly releasing the film. The file also includes unrelated sighting reports from Phoenix and Massachusetts, plus material about Donald Keyhoe.

Three definite groups of lights were observed throughout the film and plots were recorded as follows: Control~ Par1B I and II Holding to one group Parts I and II Holding to one light and direction of another Parts I and II Arbitrary 1/2 inch correction per frame for panning Part III Holding to frame outline Parts I and II None. Every tenth frame to show changes in two apparent formations. In addition to the above plots; blowups of exposures on opaque and transparent materials were made for stereoscopic study, assignment of magnitudes of light intensities were made frame by frame, and preliminary studies of colored lights conducted. 3. Comments. From the above plots and studies, the following comments keyed to the list of questions contained in enclosure l are: 1. It appears to be a light source rather than reflected light. . 2. No indication of kind of objects. No bird known to be sufficiently actinic. Could not have been caused by air crart or balloons. 3. Comments held in abeyance until further stereoscopic study. 4. Objects have same apparent shape, color,and general motion. Relative size is still under study. 5. Images are circular in shall) and bluish-white in color. 6. Comments in abeyance. 7.
