This Department of War release reproduces Project Blue Book records on the Tremonton, Utah film of 2 July 1952. In them, Navy Chief Photographer Delbert C. Newhouse explains how he filmed a group of bright objects near Tremonton. ATIC memos and a December 1952 travel report record Navy and General Mills balloon specialists judging that the objects closely resembled pillow balloons. A January 1953 memorandum discusses publicly releasing the film. The file also includes unrelated sighting reports from Phoenix and Massachusetts, plus material about Donald Keyhoe.

(Reference particularly the si ngle object which crosses field; photographer states that camera was held motionless while object crossed field of view.) j. Determine patterns of flight from position plots for each frame , then: (1) Is there any recurring pattern in the relative position of the objects? (2) Do they maintain same relative positions in formation during any maneuvers, particularly violent maneuvers? ( 3) Is relative position maintained coincidental with movement about their axes? (4) If undulating motion is present among a number of objects which are maintaining a semblance of formation, do those objects undulate in phase? Ditto for tumbling motion? (5) Is there any indication of abrupt changes in direction of flight path through fairly large angles (e . g. 900 or more during interval of 2 or 3 frames)? (6) Do any objects appear to remain motionless at the same time that others move about? (7) Can all objects be accounted for at all times or do some literally disappear while still well within field of view? 6. Although CPO Newhouse did not request that the film be returned to him, it is reco:imnended that the final footage (of the mountain scenery) be returned to him immediately and that he be asked if he . is willing to accept a duplicate of the initial footage in lieu of the original.
