Dear Mr. Lacatski:
This is in response to your April 23, 2020, correspondence requesting public release
clearance of the manuscript titled, “Skinwalkers at the Pentagon: Correcting the Record”. The
manuscript submitted for prepublication security review is CLEARED AS AMENDED for
public release. Enclosed are the pages of the manuscript with amendments. Amendments are
clearly identified with blacked out text and red text boxes in the margins. Acceptable alternative
language is provided for some of the amendments.
This clearance does not include any photograph, picture, exhibit, caption, or other
supplemental material not specifically approved by this office, nor does this clearance imply
Department of Defense (DoD) endorsement or factual accuracy of the material.
This office notes that your manuscript includes personally identifiable information (PII)
and the protected health information (PHI) of former or active duty Service members, DoD
employees, and third party individuals, the release of which could be a violation of the privacy
rights of these individuals. The release of PHI could be a violation of the Health Insurance
Portability and Accountability Act of 1996. As the author, you are solely responsible for the
release of any PII and PHI and its legal implications. This office recommends that you rewrite
the manuscript to eliminate all personal identifiers, including patient name, gender, and age.
Alternatively, you may consult the individuals detailed in your manuscript and obtain permission
to include their PII and PHI in the manuscript.
Additionally, DoD has concerns with the release of the names of Defense Intelligence
Agency (DIA) employees. The DoD requires that you obtain permission from the individuals to
use their name associated with their DIA position or employment Specifically, this pertains to
Jonathan Axelrod, Susan Burch, and Chris Carlson.
This office requires that you add the following disclaimers prior to publishing the
manuscript: “The views expressed in this publication are those of the author and do not
necessarily reflect the official policy or position of the Department of Defense or the U.S.
government.” and; “The public release clearance of this publication by the Department of
Defense does not imply Department of Defense endorsement or factual accuracy of the
material.”
