This is the Department of Defense's final response to John Greenewald Jr.'s FOIA request 22-F-0035, dated August 5, 2025. It releases 106 pages from the Defense Office of Prepublication and Security Review, with some material withheld under exemptions (b)(4), (b)(5) and (b)(6). The pages cover the 2020 to 2021 security review of James Lacatski's manuscript "Skinwalkers at the Pentagon: Correcting the Record," about DIA's AAWSAP program. The records include DIA, Air Force and DHS reviews, and the manuscript was cleared as amended in May 2021.

Background: Book will serve as introductory documentation of the unclassified Defense Intelligence Agency’s
Advanced Aerospace Weapon System Applications Program (AAWSAP), nicknamed Advanced Aerospace Threat
Identification Program (AATIP), DIA contract HHM402-08-C-0072. Contract was in effect from 22 September 2008
until 20 December 2010 with Bigelow Aerospace Advanced Space Studies (BAASS), Las Vegas, NV.
Authors: Colm A. Kelleher PhD - AAWSAP program manager at BAASS
James T. Lacatski DEng (DIA retired 13 May 2016) - AAWSAP program manager at DIA, contracting
officer representative(COR), security coordinator, and counter intelligence coordinator
Knowledge of Book Contents: Besides the authors, the only personnel that are still amnlnved with the government
and can attest to the contents of this book are Ms. (b)(6) at DIA and Mr. (b)(6) at Office of Naval
Intelligence. -----------------
Review Time: A security review time with response to the authors of 30 days is reguested. The AAWSAP
documentation (see pages 107-114 in the book) used to write the book is all unclassified with the exception of the
contents of DIRD 22.
