This is the Department of Defense's final response to John Greenewald Jr.'s FOIA request 22-F-0035, dated August 5, 2025. It releases 106 pages from the Defense Office of Prepublication and Security Review, with some material withheld under exemptions (b)(4), (b)(5) and (b)(6). The pages cover the 2020 to 2021 security review of James Lacatski's manuscript "Skinwalkers at the Pentagon: Correcting the Record," about DIA's AAWSAP program. The records include DIA, Air Force and DHS reviews, and the manuscript was cleared as amended in May 2021.

Live Oak Road Suite #1203 Castaic, CA 91384 Dear Mr. Greenewald: This is a final response to your October 12, 2021 Freedom of Information Act (FOIA) request, a copy of which is enclosed for your convenience. The Office of the Secretary of Defense/Joint Staff (OSD/JS) FOIA office received your request on October 12, 2021, and assigned it FOIA case number 22-F-0035. We ask that you use this number when referring to your request. The Washington Headquarters Services, Executive Services Directorate, Defense Office of Prepublication and Security Review (DOPSR), a component of the Office of the Secretary of Defense, conducted a search of their records systems and located 106 pages determined to be responsive to your request. Mr. Paul J. Jacobsmeyer, Deputy, in his capacity as an Initial Denial Authority, has determined that portions of the 106 responsive pages are exempt from release pursuant to 5 U.S.C. § 552: (b)(4), trade secrets and commercial or financial information obtained from a person and privileged or confidential; (b)(5), inter- and intra- agency memoranda which are deliberative in nature; this exemption is appropriate for internal documents which are part of the decision-making process, and contain subjective evaluations, opinions and recommendations; and (b)(6), information which, if disclosed, would constitute a clearly unwarranted invasion of the personal privacy of individuals. Please note that we have considered the foreseeable harm standard when reviewing records and applying exemptions under the FOIA in the processing of this request. In this instance, fees for processing your request were below the threshold for requiring payment. Please note that fees may be assessed on future requests.
