This Defense Intelligence Agency release gathers Army and Air Force intelligence reports on unidentified flying objects from several countries. It contains translated Finnish Border Guard reports of glowing spheres and lights seen near the Soviet border, a Costa Rica sighting near Puntarenas, and Afghan news items from 1959 on bright objects over Kandahar, Mazar-i-Sharif and Kabul. Other reports describe objects over Kuldja in Sinkiang, China. A 1969 OSI report from Nakhon Phanom, Thailand concludes that a pilot's ground sighting was probably a religious procession carrying ceremonial drums.

that the Investigation Center for Unidentified Objects (ICUO) was established, which maintains that the UFO's exist, that they are machines, and that they are of extraterrestrial origin. Simultaneously another man - Raul Rincón Pareja - eight years ago devoted himself to astronomy and became concerned with the enigma of the flying saucers. In this capacity Rincón Pareja has certainly come to be the Uruguayan with the most information on the subject. Moreover, he owns two telescopes: one is an azimuthal reflector; the second one is 30 centimeters in diameter and 2.10 meters in focal distance, with a 760 enlargement. CASES IN URUGUAY Incidents recorded by ICUO for Uruguay from 1950 up to the present time amount to 200 observations. The following is obtained from a study made of 60 absolutely confirmed cases: 72.6% were made by civilian observers; 18.6% by technicians (astronomers, pilots, meteorologists), and 8.8% by military persons. In a meticulous job by ICUO, numerous cases are recorded. One of them is very interesting because it refers to an official document of Carrasco National Airport. On 1 March 1954, the Tower Control Chief, Pedro V. Ocampo, reported to the Airport Chief that he had observed a "moving aerial body of an extraordinary shape and speed." At approximately 1430, Ocampo and the ACC operator, Mrs. de Rizzardo, were observing the sky in a northeasterly direction when they were able to localize an oval-shaped object which, while remaining stationary, quickly changed shape. "With our attention concentrated, we located it at 30° azimuth and at a vertical angle of 15°," he said. NO INFORMATION Immediately following, they observed another similar form, but a smaller one, which was located below and then behind, quite close, both of them making a vertical oscillating ascent, only to disappear rapidly. After five minutes the ACC operator again observed it, with an azimuth from 120° to 130° and a vertical height of 20°, with an oval-like shape and a very fine extension, and two smaller discs on its extremities. When she turned to take the binoculars, the object shifted position at high speed toward the west, and when she got it in focus, it was over the Minas mountain range, disappearing. Later, a radio broadcasting station called the Tower by telephone "asking for information as to whether we had observed anything in the sky. We didn't give any information". The ICUO, after analyzing an infinite number of cases, concluded that the "shape, propulsion, the effects caused in its drive, the speed and performance recorded by the UFOS's provide the guide lines showing that behind the flying saucers there is an intelligence that creates and drives them. PILOTS ALSO From a large collection of portfolios in his possession, Rincón Pareja selected one example because of its documentary value. On 19 December 1960 the crew of a PLUMA plane - CX-AQJ - under command of Juan José Figueroa, reported an episode that had happened to him. The plane took off from Carrasco at 2230. Five minutes afterwards he received a message from the Control Tower asking him whether he had observed any strange object in his flight line. The Tower asked that question after having received many telephone calls from Pocitos and Malvin stating that a flying saucer had been seen.
