This Defense Intelligence Reference Document from the Defense Intelligence Agency is dated 3 January 2011. It was produced under the Advanced Aerospace Weapon System Applications (AAWSA) Program as part of a series of advanced technology reports. The report asks whether negative mass exists and whether it could be used for propulsion. It concludes that one route might be an ultra-light form of matter that could have gathered at the Moon's center. Reaching it would take a tunnel dug with thermonuclear shape charges.

But what happens in the center of galaxies must also happen to a lesser degree in the center of the sun, the planets, the earth and the moon. To "mine" negative matter, if it should exist there, excludes the sun, and also all planets, that have a hot molten core. This does not exclude the moon, however, having the deepest potential well near the earth, with only hot rocks in its center accessible by advanced nuclear mining technology, permitting in principle constructing a tunnel through the moon [15]. 11. Searching for Negative Matter in the Gravitational Potential Well of the Moon The radius of the moon is R=l.74xH>8cm and the gravitational acceleration at its surface is g 0 ~ 1.62xl02 cm/s 2 .
