This Defense Intelligence Agency read-ahead briefing paper prepared DIA officials for a meeting with Senator Harry Reid on 19 November 2009 at the Capitol. Senator Reid had written on 24 June 2009 asking that the Advanced Aerospace Threat and Identification Program (AATIP) be placed under a restricted Special Access Program. DIA concluded that the FY09 and expected FY10 contract deliverables did not justify a SAP under DoD 5200.1-R. It also noted that outside experts had reviewed eleven first-year technical reports favorably.

(b)(3):10 USC 424 • (Ui',iJSiOMO) DIA Position: Based on the content of the delivered FY09 and expect FY 10 technical reports, DIA can not find sufficient grounds under DoD regulations to establish a restricted SAP. However, the concerns that Senator Reid raises seem to suggest that the security and counterintelligence issues are in regard to future phases of this program, and not necessarily the current contract effort. If this assumption is correct, then Senator Reid is looking ahead to a research, development and acquisition (RDA) effort that lies outside the DoD Intelligence Community's purview. This in turn would argue that any future efforts beyond FY 10, when the current contract ends, should be moved under the appropriate DoD entity. • (U,'/iilill 18) Potential Areas of Concern: o Senator Reid may insist upon kee m of considerable disruption to the AA TIP efforts at DIA during a time the BRAC move.
