This Top Secret study by the Interdepartmental Coordinating Group on Germany and Berlin, dated July 12, 1961, and released by the Central Intelligence Agency, answers NSC Directive No. 58 of June 30, 1961. It sets out courses of action for the Berlin crisis but does not judge their merits. It covers imminent presidential decisions, a three-phase timetable running to January 1, military preparations and mobilization, covert action, economic sanctions, public information, negotiating positions and checkpoint procedures for East German personnel.

1-15 August 1961 12. Begin filling up STRAF division forces to extent possible without calling up reserves. 16-31 August 1961 13. A LIMITED NATIONAL EMERGENCY HAVING BEEN DECLARED ABOUT 1 AUGUST BEGIN PARTIAL MOBILIZATION. 14. Call up 6 division forces. 15. Begin calling up 21 ANG fighter squadrons. 16. Begin naval augmentation of 121,900 men, 89 ships, and 23 ASW squadrons. 17. Increase SAC ground alert to 50%. 18. Obtain SAC overflight rights from Spain. 19. Arrange for using nuclear weapons from French bases. 1-17 September 1961 20. Complete filling up of STRAF division forces. 21. Deploy 6 ANG tactical fighter squadrons, 6 TAC squadrons, to Europe. 22. Retain Donaldson, MacDill, Chennault airfields. 23. Begin withdrawal of dependents and non-essential personnel from Europe. 24. Deploy 2 STRAC divisions to Europe. PHASE II (17 Sept-1 Dec) 25. Call up 6 ANG C-97 squadrons. 26. Deploy 4 divisions to Europe. 27. Deploy 12 fighter squadrons to Europe. 28. Mobilize CRAF.
