This Central Intelligence Agency release, dated 2014, contains a 1958 exchange between the National Security Council and Major Donald E. Keyhoe, Director of NICAP, about unidentified flying objects. In an October 14, 1958 memorandum, NSC Executive Secretary James S. Lay, Jr. forwards Keyhoe's October 1 letter and his reply to the Department of Defense, with copies to the CIA. Lay says he cannot discuss NSC policies. Keyhoe's letter asks whether the NSC controls UFO information policy and says NICAP has proof of CIA interest.

Irwin, II NSC Planning Board Member Department of Defense SUBJECT: Unidentified Flying Objects For such consideration as the Department of Defense may deem appropriate, there is enclosed herewith a letter dated October 1, 1958 from Major Donald E. Keyhoe, USMC (Ret.), Director, National Investigations Committee on Aerial Phenomena, 1536 Connecticut Avenue, NW, Washington, D.C. There is also enclosed a copy of my reply to Major Keyhoe. The subject of the enclosures is the same as that dealt with in earlier correspondence from Major Keyhoe which I referred to Mr. Mansfield D. Sprague by memorandum dated September 5, 1958. Copies of the enclosures are also being made available to the Central Intelligence Agency in view of the reference thereto in the last paragraph of Major Keyhoe's communication. JAMES S. LAY, JR.
