This Central Intelligence Agency office memorandum, dated 8 August 1955 and released in 2001, went from the Chief of the Physics and Electronics Division to the Acting Assistant Director for Scientific Intelligence. It notes that the division had kept track of UFO sighting reports since 1953, spending 10 to 25 analyst hours a month on the work. Because no intelligence of concern to national security had come out of the project, the memo recommends ending it and putting its files in dead storage. A routing slip signed by Herbert Scoville approves the proposal.

No intelligence of concern to national security has been developed from the project. b. The project as defined by Reference C does not fall under the provision of DCID 4/4 on Critical National Intelligence Objectives. c. P&E's successful participation in the FY-1956 OSI Production Program requires that all non-essential activities be terminated. 6.
