This Department of Defense Intelligence Information Report, released by the Central Intelligence Agency, is dated 19 December 1968 and was filed from Vientiane, Laos. It quotes a 7/13AF intelligence message on low, slow radar returns near Nakhon Phanom RTAFB in Thailand. Helicopter checks of those returns found nothing. The message attributes such returns to balloons, birds, kites, temperature inversions and unreported Thai flights, and says there is no evidence of hostile activity. The report also notes an unidentified aircraft seen over Ban Thatong, Laos.

SUMMARY: (1) This Information Report quotes a 7/13AF Director of Intelligence message dealing with the subject of unidentified flying objects. The message was dated 11 December 1968 and was in response to inquiries to that headquarters from subordinate units. It is quoted in its entirety to show the rational used to draw the conclusions that are made. This IR is submitted in response to and partially answers SICR U-UPF-21321. Collection action continues. (2) Quote: Subject: Unidentified Flying Objects (U). Part I. A. On 280156Z November 1968, Nakhon Phanom (NKP), RTAFB GCA reported two low/slow moving objects approximately 13NM south of NKP. Contact was lost when objects were 9NM west of base. NKP Command Post was informed they "definitely were not ghosts." Sightings were confirmed by Invert radar. At approximately 0215L, Knife 27, night Recoe chopper, was asked to investigate slow movers 4NM northwest of base. As Knife 27 was not in immediate area 5-10 minute delay ensued. Knife 27 also investigated similar phenomena 10-13NM south of NKP and another return two and one-half NM northwest of base. No visual sightings were reported. Final return at 12NM south of NKP was also investigated with Invert direction Knife 27 to position directly overhead of unidentified return. Searchlight was employed but revealed nothing.
