This Central Intelligence Agency release, approved in 2004, collects 1966 memoranda on Air Force requests to declassify the 1953 report of the scientific panel on unidentified flying objects that the Office of Scientific Intelligence convened. The memos trace the USAF requests of July 1966, the press interest behind them, and the 15 August forwarding of a sanitized version with CIA references removed. The attached panel comments found no threat to national security, judged the Tremonton film to probably show birds, and recommended a training and debunking program.

This much a technical solution was simpler and would cost much less than "copying filter". --- The reported cases were examined: one at Palomar Mountain, California, in October 1949, when comic ray counters went "off scale for a few seconds", apparently while a "V" of flying saucers was observed visually; and two, a series of observations by the "Los Alamos Bird Watchers Association" from August 1950 to January 1951, when comic ray coincidence counters behaved querily. Circuit diagrams and records were available for the latter, and was able quickly to point out that the recorded data were undoubtedly due to instrumental effects that would have been recognised so much by more experienced observers. ## 25X1A The implication that radionuclide effects were correlated with identified flying objects in these two cases was, therefore, rejected by the Panel. INFORMATION PROGRAM The Panel's concept of a broad educational program integrating efforts of all concerned agencies was that it should have two major aims: training and "detunicing". The training aim would result in proper recognition of unusually illuminated objects (e.g., balloons, aircraft reflections) as well as natural phenomena (meteors, fireballs, mirages, noctilucent clouds).
