This Central Intelligence Agency release, approved in 2004, collects 1966 memoranda on Air Force requests to declassify the 1953 report of the scientific panel on unidentified flying objects that the Office of Scientific Intelligence convened. The memos trace the USAF requests of July 1966, the press interest behind them, and the 15 August forwarding of a sanitized version with CIA references removed. The attached panel comments found no threat to national security, judged the Tremonton film to probably show birds, and recommended a training and debunking program.

On the other hand, there had been no sightings in the vicinity of sensitive related AE establishments while there were occasionally multiple cases of unexplained sightings in non-strategic areas. Furthermore, there appeared to be no logical relationship to population centers. The local could find no ready explanation for these clusters. It was noted, however, that if terrestrial artifacts were to be observed it would be likely that they would be seen first near foreign areas rather than control V. S. THE FOREIGN ROOM TO ORIGINATE The Panel was of the opinion that the present ATTC program to place 100 inexpensive 35 nm stereo cameras in the hands of various airport control tower operators would probably produce little valuable data related to U.F.0.0°c. However, it was recognized that such action would tend to alien public concern in the subject until an educational program had taken effect. It was believed that procurement of those cameras was partly the result of public pressure in July 1952. With the poor results of the year-long Project WHILE the program of 24-hour instrumentation watch (two frames of 15m showing nothing distinguishable), a widespread program of sky watching would not be expected to yield much direct data of value.
