This Central Intelligence Agency release, approved in 2001, gathers records of the OSI Scientific Advisory Panel on Unidentified Flying Objects, which met 14 to 17 January 1953 under H. P. Robertson. It includes an internal memo on the meetings, the panel's charge, the list of members and the evidence presented, and the final report. The panel concluded that UFOs posed no direct physical threat to national security. It recommended stripping the subject of its special status and educating the public.

Transmitted herewith for your information and appropriate action is a copy of the report of the scientific panel convened as a result of the action taken by the Intelligence Advisory Committee on 4 December (IAC-M-90, paragraph 3 a) on this subject. Attached to the report are a list of personnel participating and a summary of evidence presented. 2. It is proposed to transmit copies of this report to the Secretary of Defense; the Director, Federal Civil Defense Administration; and the Chairman, National Security Resources Board for their information and such action as they may feel necessary. 3. The results of the panel's studies have moved CIA to conclude that no National Security Council Intelligence Directive on this subject is warranted. 4.
