This CIA release, approved in 2001, contains Flying Saucers UFO Reports No. 1, a magazine that Dell Publishing issued in 1967. It argues that UFOs deserve serious study. It gathers reported landings, radar trackings, sightings by astronomers and pilots, and cases involving creatures, drawing on Ruppelt, Keyhoe, Fuller, NICAP and APRO. # Hello, Out There!

JOSEPH F. GOODAVAGE

As you read this, powerful radio beams are flashing from the Earth to Tau Ceti and Epsilon Eridani. These two star systems, light years across the vault of space, are believed to contain intelligent beings capable of communicating with man.

The question remaining, is whether man is capable of communicating with (or even recognizing) alien life forms, even on his own planet. Still . . . as the radio messages speed through space on the 21-centimeter band, gigantic "ears" patiently listen for the reply some scientists are convinced we must receive if we expect to survive as a species. That's how crucial it is considered.

It works according to the following mathematical formula: $ \left( \mathrm{N=f_{p}f_{1}f_{1}f_{c}-L.}\right) $
