This CIA release, approved in 2003, holds the report of the Scientific Panel on Unidentified Flying Objects, dated 17 January 1953 and signed by H.P. Robertson as chairman along with Berkner, Goudsmit, Alvarez and Page. The panel concluded that UFOs posed no direct physical threat to national security and gave no evidence of hostile foreign artifacts. It recommended stripping UFOs of their special status and reassuring the public. The copy was mailed to Allen Dulles by Leon Davidson in 1958.
