I want to say on what I base my remarks: In President Carterrs announoement, in theWhite House, in your presence and in the presence of As-Sadat, the president said:
"The framework document proposes a 5-year transitional period." He then specifiedthat within this period there will be a withdrawal of the military government andadded: "it also provides for Israeli forces to remain in specified locations duringthis period, to protect Israel, Israeli security. It is written "during this period"that forceslthis is a document by the President of the United States, which we heardover the television, hnyour presence, we heard no reservations. However, the main point is that this Cabinet of Israel, the one which, as it were,

We have recognized the existence of a Palestinian people.It is not difficult to guess the legitimate rights of a people constituting a decisivemajority in the land on which it lives.
