This is a CIA file copy from the Waldemar Seebode file, a dispatch sent by the Chief of Base, Hamburg in September 1959. It forwards a Memorandum of Oral Agreement engaging a subject as an independent contractor under a cryptonymed project. The attachment says the oral contract took effect on 1 March 1959 and pays a monthly salary in Deutsche marks. It also covers security approval and operational expenses, and notes that no provisions exist for death or disability. The document contains no UFO material.

Subject has been engaged under oral contract for use under Project CAKELN and expenses should be charged against the CAM Project. The effective date of the oral contract is 1 March 1959 and shall continue for an indefinite period of time subject to termination by MURK upon 60 dew actual notice. The Field Project Outline for Project CAM Ves approved on 24 march 1959 for one year from March 1559 in the amount of $1, 092. 00, per 20011-209, dated 3 A. rril 1959. 2. Appropriate security approval for Subject's use has been obtained. OA was granted 19 November 1958 (COW-l72, 20 November 1958). 3. Subject viii.paid& salary of .goLno per month, with an authorized increase to DK 350 per month at the case officer's discretion. (Dollar equivalent is roughly $65.00 and 87.00, respectively). A certain .amount of SObject's salary, as agreed upon by Subject and the case officer, vill be placed in a Base holding account for Subject. It is also expected that Subject and his family will be given occasional gifts by the case officer on such occasions as birthdays and Christmas, in accordance with normal social usage. Subject vill be permitted to make withdrawals as needed against the holding account. I. Subject is not an American citizen and not subjtot toU.S. income taxes: therefore no deductions for this purpose will be made from Subject's salary. 5. Subject will not be furnished quarters or subsistence. No commitments have been made regarding additional compensation for increased cost-of-living and quarters expense. 6. Subject's salary covers only his operational activity in his home city and includes routine operational expensesand local travel. Subject will be given additional minor remuneration, to include operational expenses and travel expenses for extraordinary operational expenses and for operational assignments outside his home city. Operational activities outside the home city will iiqUire the prim approval of the case officer and related expenses not expected to exceed an average of $25.00 per month. 7.
