This undated Central Intelligence Agency cable, headquarters message DIR 19374, concerns a person named Ostrovsky and comes from the CIA's records on Radislaw Ostrowsky. Headquarters suggests he visit the United States soon, because the current chief of station is due to rotate out. The cable judges Ostrovsky at least opportunistic. As a basis for any deal, it proposes full control of his operation and agents or complete security clearance of his staff, and it asks for an assessment of his cooperation, including from the British.
