This is a Central Intelligence Agency cable dated 14 August 1985 and sent to Washington. It forwards news clippings and magazine articles on Josef Mengele, released under the Nazi War Crimes Disclosure Act. The attachments include an Argentine magazine report on claims that Mengele lived in La Banda, Santiago del Estero, as Adolfo Gualterio Ascher, along with an interview with the judge investigating those claims. They also include a newspaper article on Mengele's protection in Paraguay and on past efforts to extradite him. The file has no UFO content.

The most effective counter- force in Paraguay is the Roman Catholic Church, whose newspaper, Sendero (Path), is essentially the only self-respecting reading ma- terial in the country now, The Archbishop of Asunción, Is- mael Rolen, has sent letters to the semiofficial press com- plaining of the scarcity of truth in their columns, but the letters are not published. Per- haps the most courageous of the churchmen is Bishop Melanio Medina of the town of Benjamin Aceval, a couple of stores and a sugar refinery about an hour's drive away from the capital and into the Chaco region. For La Patric!, the Colorado Party newspa- per, Monsignor Medina is the "Red Bishop." The monsi- gnor replies to the 'taunt with a mile of middling contempt, but he talks about Paraguay with the same sadness as the young people: "The dictatorship has suc- ceeded in domesticating us. Fear is pervasive. Youth has no ambition for political life. If you think, you come under pressure. It you don't think, you have no problems. No real dissident could survive. The country has been impov- erished in the worst, most es- sential sense— in its humani- ty." Monsignor Medina says the "Red Bishop" jibe Is the Gov- ernment's pathetic response to his sermons on human rights and injustice. "The anti-Communism of the re- gime is ridiculous, a facade to protect their own interests. The disrespect for the indi- vidual; the informers; the po- lice — in these ways we are like the Communists, not very far from them at all," It may be a unique case in Latin America, but, within the opposition, the United States is not the focus of blame.
