This is a Central Intelligence Agency cable dated 14 August 1985 and sent to Washington. It forwards news clippings and magazine articles on Josef Mengele, released under the Nazi War Crimes Disclosure Act. The attachments include an Argentine magazine report on claims that Mengele lived in La Banda, Santiago del Estero, as Adolfo Gualterio Ascher, along with an interview with the judge investigating those claims. They also include a newspaper article on Mengele's protection in Paraguay and on past efforts to extradite him. The file has no UFO content.

at a price; an economy administered
so corruptly it is officially explained
away as the "cost of peace"; a United
Nations voting record on so-called
key issues more favorable to the
United States than any other "ally";
a party newspaper that prints six
front-page color pictures of the gen-
eral every day.
The Paraguay of President Stroess-
ner is tragic, in the sense that most of
Paraguay's people have learned to re-
spond to rule-by-whim with the con-
sistent resIsonableness of silence- It is
comic in its frequent disorganization
and incoherence, its loony juxtaposi-
tions and its operetta gold braid. The
radio station of the Colorado Party,
the general's own, raves about an-
other local broadcaster, calling him a
"subversive Jewish Castro," but
seven Israeli technicians provide
maintenance in Asunci6n for the Boe-
ing 707's of the state airline.
American banks rushed to open
nrsnrationC in Asunci6n in the mid-
1970's, sensing the easy money of a
Wild West hydroelectric boom, but
suddenly found they couldn't collect
their debts in a country that is to
while-you-wait bankruptcy proceed-
ings what Delaware is .to instant in-
corporation papers. Justice is a two-
foot-high statue of a naked woman
holding a scale, dwarfed by a new,
Mussolini-modern Supreme Court
building funded by the Republic of
South Africa. A play is announced, then
canceled; the costumes and sets have
disappeared. A European country do-
nates three trucks to Paraguay's forest
service. They arrive In port but don't
leave the docks. Finally, after a year,
the embassy understands: Customs of-
ficials must be bribed to get the gifts
into the country.
But Paraguay is not a buffoon state,
and President Stroessner is no Papa
Doc or Idi Amin, men ruling in a flood
of the irrational. Those few Para-
guayans who openly oppose the Presi-
dent call him extraordinarily shrewd,
a master at raising and lowering the
level of violence and corruption in the
