This undated Central Intelligence Agency memorandum was sent to the Commissioner of the Immigration and Naturalization Service in reply to a request for derogatory information on Nicolae Malaxa, a Romanian industrialist. It reviews certified Romanian records supplied in 1949 on Malaxa's behalf. It covers claims that he collaborated with Germany, his links to the Iron Guard and his arrest after the 1941 revolt, and compensation arranged by the Communist-dominated government. It also reports his continued financial support of exile groups. The document contains no UFO material.

; -2- Industrial cooperation with American industry, the State shall take steps with the National Batik of Roumania for the latter to issue a letter whereby it obligates itself to the creditor, or a foreign Bank to be designated by the N. Male= U. de T. S. 0. SO , without any whatsoevertsoever, to pay to said N. MalawiC, S. 0. SAS company or to a foreign Bank to be designated by the ;sreditor, at the end of two years, either the Pall amount of the claim, or ths unpaid balance on said claim, in effective dollars, free from any present or future encumbrances. The foreign =change proceeds of the export shall be deposited with the designated Foreign Bank for the account of the N. Nal= U. de T. 8. 0. SLR. company, sums which Shall be deducted from the obligation underteken by the State and the National Bank.
