This undated Central Intelligence Agency memorandum was sent to the Commissioner of the Immigration and Naturalization Service in reply to a request for derogatory information on Nicolae Malaxa, a Romanian industrialist. It reviews certified Romanian records supplied in 1949 on Malaxa's behalf. It covers claims that he collaborated with Germany, his links to the Iron Guard and his arrest after the 1941 revolt, and compensation arranged by the Communist-dominated government. It also reports his continued financial support of exile groups. The document contains no UFO material.

An evaluation of 1'2,463,000 was placed on the MALAIA plant and machinery taken as war indemnity in accord with the terms of the September 1944 Armistice Convention, as shown by what is reported to be a copy of the original document. (Attachment L, part 7). The evaluation, dated 1 *rah 1945, makes no mention of reimbursement to former owners of any item listed. 19. BYRNMS describes the manner in whiehthat government was installed by VISHIBSKI in March 1945, and labels it ai completely'Coamunist-doeineted. John CAMPBELL, Department of State Ruman4Rn desk chief at the time, in The United States in Kgrld_Affaire. 1945 - 1947, writeas 'At the end of February 1945, the commuaistnin Inmenia provoked a political crisis which unseated the coalition government that included the main parties from COLISM72- tives to communists. Soviet lice-Gosmisser mairasr, arriving on the scene from Moscow, gave King MICBAEL no alternative to the appointment of a communist-doednated government heeded by Petru GROZA. The 'historic' parties, which hed mnsidereble popular support but looked to the Western Powers end distrusted Russia, were left out." "On the 28th of February 1945 as a result of ea ultimatum presented to his Majesty King Micheal (sic) the I, by the Soviet Envoy A. Viabinsky, I was obliged to resign, Vishinaky • Imposing on the cunialn!jiand King . a pro-cammeniste (sic) Giiern- meat under P. Gross." 20.
