Central Intelligence Agency · 69 pages · text from the file's own layer

This undated Central Intelligence Agency memorandum was sent to the Commissioner of the Immigration and Naturalization Service in reply to a request for derogatory information on Nicolae Malaxa, a Romanian industrialist. It reviews certified Romanian records supplied in 1949 on Malaxa's behalf. It covers claims that he collaborated with Germany, his links to the Iron Guard and his arrest after the 1941 revolt, and compensation arranged by the Communist-dominated government. It also reports his continued financial support of exile groups. The document contains no UFO material.

Commission) notified the Roummnian Government on Nov. 29,

theNalenta,Tabe plant.

It has later been allowed for the snail rolling mill
pleat and its annexes to continue operation, the taking over
of those facilities by the Russians being deferred for. thus.
As regards the main plant and ancillary installations, the
Rosetta government is now engaged in the taking over of these
facilities:.
As early . es POT. 29, 1944, we notified Mr. Malaxa of this
eiteation.thromOsNr. C. Dina, Secretary General of our Depart- •,
mint,":aid. requesked him to take part in the computation of the
Mance the plants or to extend his co-operation, since it was
in the interest of the Roumanian State, as regards dealings
With the Allied Control Connicsion, to reach as fair a valuation
as possible, for this would assure itof the most advantageous
possible computation of the 090,000000 yearly quote in vs.?dam-
ages, all of which does not clash with your interests. Never-
theless, your co-operation was not forthcoming.
While your reserve could be understood at the thee, as
motivated ars feeling that you feared that your co-operation
in the evaluation work be interpreted as consenting that the
gents be taken over; today, sines vs are faced by a de facto
situation, created by the unilateral will of the Allied Control
Ccamissimai the problems of an accurateassessumt and record-
in of the - we/us of the property taken over, along with that
of a fair evaluation of the parts of the plant now taken over,
nust came before the hypothetical pre-occupation mentioned above.
As regards the preparation of accurate records of ;hat is
taken over vs have taken it upon ourselves to have the plant .
representatives assisted by tvo officials of our Department.
