This is a short, undated CIA dispatch cover sheet classified Secret, filed in Volume 5 of the Reinhard Gehlen collection. It says a personal letter to UTILITY from a sender whose name is redacted is being sent separately by true name pouch, and it asks the recipient to deliver the letter to UTILITY. The sheet lists the attachment and gives distribution to COB/H and COB/G. It does not mention UFOs or any aerial phenomena.
