This is a secret CIA dispatch dated 24 January 1961, sent from the Chief of Base, Frankfurt, to the Chief, SR and COS Germany under the AERODYNAMIC project. It plans how the agent AECASSOWARY 29 should operate at 1961 international trade fairs, including those in Vienna and Basel. The plan concentrates on fairs where Soviet Ukrainians would have pavilions, using collaborators to make first contacts and keeping the agent in the background for recruitment. It was declassified in 2007 under the Nazi War Crimes Disclosure Act.

We have learned from the advance notices in European periodicals that various commercial and trade organizations have established firm dates for their international fairs and exhibitions. We do not have a complete list, but we note the following in particular: Vienna International Trade Fair 12-19 March 1961 Swiss Industries Fair. Basel 15=25 April 1961 We believe that it is timely to consider the scope and nature of the operational activity which AEGASSONARY 29 should undertake in connection with these trade fairs. We have already expressed some of our opinions in reference. 2. At the present stage we have drawn only a few tentative conclusions. We believe that we cannot afford to have AECASSOWARY 29 conduct operations at all these fairs. We would prefer to concentrate his efforts on those at which we know the Soviet Ukrainians will have a separate pavilion or on those at which we know there were some fruitful contacts made in past years. Such a selection process will reduce the number of fairs attended to a reasonable size. We feel we should engage in some activities in order to make new wortwhile contacts, to continue a previous contact or to be ready for a spontaneous recruitment or defection. However, we do not desire to use AECASSOWARY 29 to carry out any special KUCAGE activity. In order to keep our efforts efficient and productive we intend to have AECASSOWARY 29 select two or three of his qualified collaborators to attend the fairs and make the preliminary contacts with the Ukrainians present. AECASSOWARY 29 would remain in the background. These collaborators would develop any potential contact up to the point where AECASSOWARY 29 could step in for a final development and recruitment. We hope by this mechanism to minimize the risk of exposing AECASSOWARY 29 to the opposition at each trade fair where we operate, but to have him present for supervision and required action. AECASSOWARY 29 would have contact with the local station or would be supervised by the FOB case officer depending upon the circumstances of each trade fair attended. 3. We request that Headquarters form any materials concerning party or future work. Notice which would be of great to our planning, including information concerning separate positions and TABER activities and contacts. We would also request Headquarters documents and suggestions.
