This CIA document, from the OBOPUS BGFIEND operations files, is a SECRET covering memo and attached proposal written ahead of a meeting with a cryptonymed partner service. It argues that the Albanian exile National Committee is too narrowly based. It proposes broadening the committee to include other exile parties, and it warns that subsidies would be withdrawn from resisting factions. It also raises possible liaison with Yugoslav-dominated refugee groups. The document does not concern UFOs. It was declassified under the Nazi War Crimes Disclosure Act in 2007.
