This declassified CIA dispatch, dated 16 April 1953 and released under the Nazi War Crimes Disclosure Act, sets out plans for closing the KIBITZ-15 agent net in Germany. It lists the agents to be debriefed in Stuttgart, Würzburg, the Pfalz and Cologne. It also gives the debriefing questions, the quit claims agents must sign pledging silence, the return of equipment and DM 100 goodwill bonuses. It proposes a special settlement for KIBITZ-150 and contains no UFO material.

They are located in three sections of Germany—Stuttgart, Wfirsburg, and the Pfals (with the exception of KIBITZ-221 who lives in Cologne). Following is the list of agents whom we feel should be debriefed. No other agents have had definitive contaot with American personnel or facilities.
