This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

It is extremely important that -our policy vie a via ZIPPER's role in intelligence activities in the' event of war' be crystal clear and not subject to divergent interpretations inWashington-and Strops. There is•considerable evidence that this clarity of understanding has not been achieved. Since we are engaged in an extensive program directly. related,-to this problem and because a tremendous amount Of detailed planning and preparatory actions to support wartime activities of ZIPPER are entailed, it is imperative that ourposition on this matter be re-examined and that any -existing confusions be clarified. 2. The ZIPPER ppsktion. a. .ZIPPER's E-Plan envisages the evacuation of 1500- 2000 members to the West. The evacuation would-be centrally controlled; communications would be retained; ,assembly areas west of the Rhine have been designated; plani-and preparations 'for resuming collection activities in the Soviet occupied areas east of the Rhine have been and are being completed. b. The integrity of ZIPPER would be retained; it would hope to gain strength by affiliating itself, for propa- ganda purposes, with whatever emerges as. a German Government in Stile. e. ZIPPER would be completely subordinated to the American or Al/led intelligence structure that would exist under these circumstances: All preparations and plans for such an • eventuality are made in closest cooperation with the DS staff. ZIPPER recognizes the fact that its present E-Plan is subject to rather radical changes by either SHAPE directives or the - tactical andpolitical situation that might exist at the time of . implementation of their plan. However, they feel that it is better to have a carefully made plan from which deviations can be made than to have none at an, or to wait for the SHAPE picture to clarify.
