This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

6. ZIPPER occasionally reporte on ports and re pairaotivi-
ties in West German ports. It also oovere movements of Russian
and Iron Curtain vessels as they move in the.Baltio Sea or
through the Kiel Canal. No evaluation of ZIPPER capabilities
to report on such targets in Weet Germany oan be made since
there is so little material available for assessment.
Evaluation of ZIPPER'e capabilities in East Germany which
was made on the basis of sources reporting, type of reports, and
reporting periods is made as follows:
Excellent: Three or more sources reporting regularly on
activities in the target area. Reports indi-
cate that sources are in a good position to
observe events and are conscious of the nature
of the target. Other sources occasionally con-
firm materials reported by regular sources.
Good: Three or more sources reporting regularly on
activities in the target area. Reports indi-
cate a restricted capability to observe events.
Pair: Less than three sources reporting on the area.
Reports lack detail and do not come at regular
Poor: Only occasional reports. Sketoby reports.
None: No coverage.
