This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

5. In addition to sources who report on harbor and port
installations, other sources in the target areas occasionally.
report on these targets. The evaluation of ZIPPER . capabilities
takes this into consideration. The possible evaluation of
ZIPPER t e present capabilities as extracted from sources ., types
of reports . and period of reporting is as follows:.
Excellents Three or more sources reporting regularly On
events in the target area. Reports indicate'
sources are in good position to report the
events observed and are oonooioue of the nature
of the target. Other sources occasionally
confirm events in the area.
Goods Three or more sources reporting regularly on
events in the target area. Reports indicate
that sources are in a restricted position to
report events. "Good" also indicates that Om
addition to these regular sources, other sources
retort occasionally from the target area.
Pairs Two or less sources reporting from the area.
Poors Occasional reports only. Sketchy reports.
