This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

2. Since the maneuver areas of Bast • Germany.00cupy large
areas and contain many other,targete, the ZIPPER Capabilities
in these areas are covered in railroad, airfield and order of
battle reports. The evaluation of the ZIPPER coverage of these
targets is noted belOws

give a clear picture of the activities in the
area and indicate that the sources are in a
good position to report the material. Most of
the reported material is oorroborated by other
information. .
Good: Less than fifteen sources regularly reporting
on abtivitiee in the area. "Good" also indi-
cates that the sources are in a restricted
position to report on the events in the area.
Fairs Lees than fifteen sources reporting on activi-
ties in the area. Reports are incomplete or
laok desirable details. Sources are not trained
to report the events completely or their infor-
mation is:difficult to confirm.
