This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

5. Germany's East/West trade has long been a politically controversial
issue; we are not in any way surprised to learn that UTILITY's policy on this
question is exactly what we thought it would be. To what extent this will event—: -
ually effect our cooperative effort with the ZIPPER intelligence apparatus to
utilize for espionage purposes the increasing number of German economic ties to
the East remains to be seen. It will certainly be a complicating factor whenever • .
one end of a trade connection is a West German firm. I think that we can expect *
to get the Eastern Bloc intelligence that results but will gradually be denied
the operational data that reveals the West Germany economic interests involved.
